The Social Worker (Program Coordinator), Prevention & Management of Disruptive Behavior Training position is at VA Portland Health Care System (VAPORHCS) located in Portland, Oregon. The Social Worker (Program Coordinator), Prevention & Management of Disruptive Behavior Training is responsible for a diverse range of activities involving support, growth, and maintenance in PMDB training at the VA Portland Health Care System (VAPORHCS). The incumbent plans, develops, implements, and oversees all components of the facility Prevention and Management of Disruptive Behavior Program. PMDB Master Trainer or Master Trainer in Training-Adept Status will afford the incumbent the extensive knowledge of the PMDB Training Program required. Professional knowledge of the principles and practices of social work and social work care management for patients with a wide range of physical, mental health, and psychosocial problems. Duties include but are limited to the following: Administers information and analytical systems to evaluate and enhance the quality of program services provided to all VAPORHCS employees. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and advocating for the special needs of the population. Collaborates with facility leadership and Quality & Performance to ensure facility policies are compliant with The Joint Commission (TJC) and Occupational Safety and Health Administration (OSHA) requirements regarding workplace violence prevention training. This includes preparation of reviews and submission of national reports regarding assignment and completion of PMDB training. Demonstrated skill to plan, organize, direct work, and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources and require extensive changes in established procedures. Knowledge of the requirements of the Mental Health Uniform Services Handbook and the VHA's Care Management goals, objectives, and guidelines. Coordinates with Education Division specialist in assignment of required levels of PMDB training for various staff as per national/VA Central Office (VACO) direction. Submits training plans, assignments, and completions to the VACO PMDB Program per VACO PMDB Program instructions. Ensures PMDB Facility Trainers are initially certified and recertified in accordance with VACO PMDB program instructions. Coordinates assignment of PMDB Facility Trainers to PMDB classes. Documents and tracks which levels each PMDB Facility Trainer is certified to teach to ensure they teach a sufficient number of classes in that level each year to maintain training skills. Ensures facility Master Trainers perform their minimum 2 TTT courses per year and recalibration every 2 years. Ensures employees assigned to PMDB trainings have sufficient methods, times, and opportunities to complete biennial skills assessments if applicable, to determine if retraining is needed. Coordinates fiscal, space, and human resources sufficient to conduct facility trainings at all levels. Completes all appropriate documentation for local conference approval and travel necessary to implement the PMDB program. Ensures access to all available PMDB training curriculum and training tools is available to Facility Trainers and Master Trainers. Serves as a member of the Disruptive Behavior Board, completes a minimum of two Category I Behavioral Patient Record Flag and Order of Behavioral Restriction re-reviews per month, provides coverage for the Chair of the Disruptive Behavior Board during absences, and attends all regularly scheduled meetings of the Disruptive Behavior Board. Serves as a member of the Employee Threat Assessment Team and attends all regularly scheduled meetings of the Employee Threat Assessment Team. Completes annual Workplace Behavioral Risk Assessment, serves as a member of the WBRA Workgroup, and coordinates with VA Police to complete the annual facility WBRA. Performs work related to the review, monitoring, analysis, planning, and assessment of various programs, explained above, as well as others as assigned but related to PMDB scope. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position is carried out at one or more locations that are physically removed from the main unit such as Community Based Outpatient Clinics, under conditions that make day-today supervision difficult to administer.
