The Vice President of Technology serves as the technology strategy leader advising the planning, implementation, and support of all technology infrastructure and cloud computing for Baylor Scott & White Health (BSWH). This role has overall responsibility for managing and implementing the strategic technology initiatives for BSWH. The Vice President of Technology will report to the Senior Vice President of IS Operations and be a member of the Information Services Leadership Council (ISLC). Provides strategy and direction to managed services providers and functions including but not limited to, data center operations, networking and telecommunications, infrastructure, host systems, server engineering, storage and backup systems, database administration, end user device engineering, cloud and related support teams. Oversees the implementation and management of solid technology change control processes that ensure the highest quality and availability of applications and technology. Works collaboratively with IS Leadership to create technology and security standards. Responsible for partnering with managed service providers enabling continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work both independently and cooperatively to provide quality service. Builds a team that continually strives to improve customer service with both internal and external customers.
KNOWLEDGE, SKILLS and ABILITIES: - Bachelors degree in information systems, information management, computer engineering or equivalent required. Masters or other advanced degree highly preferred. - Excellent understanding of Information technologies including cloud, server, virtualization, converged technology, IT automation, networking, and storage. - Experience managing large technology projects and deployments with proficiency in an outsourced / offshore vendor model highly preferred. - Experience of 10+ years in information system management with depth and breadth of technology experience. - Experience with technology infrastructure and related technologies in a healthcare setting. - Technical or security management (CISSP) certifications preferred.
REPORTING RELATIONSHIPS: - Reports to the Senior Vice President of IS Operations. - Supervises highly skilled technical staff. - Responsible for the management and oversight of managed services providers delivering technology operations and projects - Works closely and develops strong relationships with customers from all levels of the organization. - Responsible for technology related vendor relationships in conjunction with the ISLC.
ESSENTIAL FUNCTIONS: - Develop, organize, implement, direct, and evaluate the organizations technology function and performance. - Provide strategic guidance and leadership to BSWH around the implementation and administration of technology. - Develop and execute a long-term technology strategy to drive the adoption of new solutions and automation resulting in operational efficiency. - Manage third party outsourced vendors and developers - Interviews, hires, evaluates, counsels, and recommends the technology team composition and alignment. - Develop and monitor the organizations IT budget, measure financial performance, review, and approve capital expenditures and ensure budget compliance. - Responsible for hardware/software and services contract administration and, when appropriate, participates in the negotiation of contract provisions working with the supply chain management, legal department, compliance, tax and customer departments. - Remains knowledgeable of trends and advancements in information systems and information technology in order to assess the feasibility of implementing new services, systems and technologies. - Remains knowledgeable of trends and advancements in cloud computing and digital trends in order to assess the feasibility of implementing new services, systems and technologies. - Remains knowledgeable of trends and advancements in IT automation in order to assess the feasibility of implementing new services, systems and technologies. - Authors system-wide and BSWH-specific policies, procedures, and service levels to provide guidelines and principles which define how BSWH will execute its plans to achieve the Mission and Vision for internal and external customers. - Directs the Technology and Infrastructure group and participates in the Architecture Review Board, which includes Core Infrastructure, Networking, Datacenter operations, Application delivery, Systems, custom development, and related support teams. - Develops and maintains positive relationships with clinical and business leaders and provides executive support for technology and infrastructure group. - Prepare the organization for large-scale and transactional growth including the related regulatory controls necessary for passing audits and IT security scrutiny. - Developing and managing Information Systems cyber security including disaster recovery and database protection to eliminate unauthorized use - Implements procedures and methods for auditing non-compliance to information security standards - Ensure compliance with the HIPAA security standards, regulations and relevance to industry information security norms - Advise management to understand key performance of strategic IT business resources - Member of the Information Services Leadership Council (ISLC).
