This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. This position reports directly to the Medical Center Director. The incumbent serves as a resource to the Executive Leadership team, Service Chiefs and Medical Center employees. Work hours vary to include coverage of all shifts (days, evenings, nights and weekends). Functions as an organizational development practitioner, who is recognized as an expert in the development, implementation, application and evaluation of systems in the areas of organizational development, work climate, learning, employee development, succession planning, workplace assessment, leadership development and strategic human resources management. Offers process consultation, task facilitation, action inquiry, coaching, mentoring, conflict resolution, team building and management consultation to both the clinical and administrative units of the Jesse Brown VA Medical Center (JBVAMC) directed at improving the organizational culture, performance and health. Involved as a "change agent" in the transition of the JBVAMC in the new Medical Center Task Forces, High Reliability Organization, Employee Engagement, arid more. Work with Executive Leadership, Service Chiefs, and all staff to ensure a positive culture and healthy organizational outcomes. Partners with Executive Leadership to accelerate strategy implementation and change by means of the analysis and evaluation of the meaning and outcomes of national, Veterans Integrated Services Network (VISN) and/or local data collection efforts regarding employee or customer satisfaction with organizational outcomes. Qualitative and quantitative methods will be utilized for leadership assessment and coaching, as well as for other organizational analysis projects. Performs work in the management and administration of organization development and continuous assessment. This includes the development of coaching and mentoring methods to assess and facilitate candidates' readiness of Executive Leadership, methods for measuring and assessing experience, performance-based recruitment and interviewing (current job achievement), employment references, employee attitudes, etc. Serves as a consultant to the Medical Center's Executive Leadership team and Service Chiefs regarding the appropriate methods for gathering data to be applied in organization planning, recruitment, selection, development and full utilization of staff. Consults on the development of measures of employee morale, productivity or similar matters. Serves as authoritative source and principal advisor in the area of organizational development psychology. Works in the areas of competency modeling and assessment, organizational development and cultural transformation, report and statistical interpretation, communications strategy and planning, instructional systems design and implementation, program evaluation and training and development. Researches and/or analyzes organizational problems based on psychological theory or program requirements. Provides expert analysis and advice on complex program issues. Utilizing an extensive knowledge of organizational systems, identifying issues considering operations and changing program requirements, as well as the latest research results in these areas. Collects relevant information from many varied sources, some of which are difficult to access. Reconciles conflicts between basic policies and program goals. Offers continuous assessment services to the organization and to employees including knowledge of 360/180 degree assessments, coaching and mentoring and the implementation of individual development plans. Leads focus groups and conducts analysis of findings. Provides senior leadership with an ongoing consultation, analysis and evaluation of the meaning and outcomes of national, VISN, and/or local data collection efforts regarding employee or customer satisfaction with organizational outcomes. Plans and/or accomplishes special projects that address specific client needs. There is management of special projects for major office or program issues of broad impact with a VAMC, across a VISN or within other VHA organizations.
