The Lab Manager provides guidance and serves as an authority and subject matter expert on laboratory medicine, including research, agency policies, new techniques and procedures. Develops guidelines, assesses laboratory effectiveness, establishes and maintains quality assurance and quality management programs. Consults with or serves as a consultant for local, network and national programs and/or officials. Ensures effective personnel management. The Laboratory Manager serves at a large, active, university affiliated medical center with comprehensive and complex laboratory services and has full supervisory responsibility for a large staff of GS-11 and GS-12 personnel. These higher-level duties consist of significant scope, complexity, difficulty and range of variety, and are performed by the incumbent 100% of the time. Duties will include: Develops Guidelines Assessed laboratory effectiveness Established and maintains quality assurance programs. Serves as an authority on Laboratory Medicine. Services as a consultant to local, VISN and national program officials. Keeps abreast of current research, clinical methods, and technical advances in the clinical laboratory field. Develops and integrates new techniques, technologies and procedures in the laboratory programs. Provides direction and guidance to staff. Develops and manages program budget. Maintains appropriate staffing levels throughout the laboratory by coordinating with section supervisors and active participation in recruitment, selection, retention and employee engagement. Active participant in the VISN 20 Lab managers group and other VISN and national groups. Leads and coordinates performance improvement (LEAN) projects and initiatives. Interprets and provides technical guidance on agency regulatory policies and procedures. Incumbent is a fund control point and purchase card approving official and complies with all acquisition regulations, Federal, VA and local in accordance with VHA Handbook for Use and Management of the Government Purchase Card Program, ensuring cardholders adhere to the procurement requirements. Certifies reconciled payment within established timeframe. The incumbent co-manages the Pathology & Laboratory Medicine Service with the Chief of Service. The lab manager works independently" supervision is only advisory in nature. The lab manager is responsible for consulting and communicating with the Chief to inform him/her of major problems and discussing resolution.
