The role of the Women Veterans Program Manager (WVPM) is to assess the need for services for women veterans and implement services for eligible women veterans as well as to provide oversight to ensure that identified needs are met. The WVPM executes comprehensive planning for women's health issues that improves the overall quality of care provided to women veterans and achieves program goals and outcomes. The WVPM strategically plans, coordinates quality care, evaluates delivery of care including timeliness and outreaches to women veterans needing services. Coordinates the provision of comprehensive health care services to Women Veterans; plans for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of Women Veterans who are currently seeking care and the increasing number expected to do so; ensures equity of access, service and benefits to Women Veterans; coordinates the provision of state-of-the-art diagnostic, treatment, consultation and referral services for Women Veterans within a comprehensive, integrated health care network; coordinates with Women's Health Medical Director and other clinical services for the delivery of care and mental health needs; assesses the improved quality of clinical care; collects, develops and analyzes data derived from these programs to assist in planning for Women Veterans services, and utilizes appropriate clinical indicators and monitoring activities to ensure that care provided is of the highest quality. The incumbent in this role: - Ensures the coordination and provision of gender-specific and gynecological services, counseling and treatment for sexual trauma and appropriate psychiatric services. - Designs and implements an aggressive outreach program utilizing extensive communication and coordination with state Veterans' offices and other social services agencies to identify and locate women veterans in need of health care services. - Facilitates management of Women Veterans' health care services through the utilization of medical center staff to include Community Care Service staff regarding community providers. Networks with appropriate statewide service providers and community resources to ensure that Women Veterans receive services within a reasonable radius of their home. - Advocates for Women Veterans by identifying issues pertinent to their care and mobilizing resources for resolution. Consultant to other facility personnel involving all aspects of care and is a recognized subject matter expert on matters related to Women Veterans' health. Complies with all VA and medical center policies, regulations and procedures. - Conducts ongoing reviews of medical center environment to ensure that it promotes comfort, privacy, feelings of security and a sense of welcome. Identifies and resolves privacy issues for patients and monitors and ensures patient satisfaction among Women Veterans, developing effective mechanisms for feedback and implementation of improvements in service. - Conducts ongoing internal reviews and quality improvement monitoring, developing and monitoring gender-specific indicators and outcomes in health care delivery to Women Veterans in outpatient and inpatient settings. Collects and monitors reliable, current data on the care of Women Veterans including patient workload statistics (demographics, specialty visits, stop codes, Current Procedural Terminology (CPT)-4, International Classification of Diseases, 9th Edition (ICD-9) and Decision Support System (DSS) Codes). - Chairs the Women Veterans Health Committee, meeting regularly to manage the care of Women patients and to identify and address areas of special concern for Women Veterans who use the facility. - Initiates and supports activities which educate and sensitize internal staff to the unique needs of Women. Develops and coordinates orientation and training programs for new employees, coordinating Women Veterans' activities and programs within the facility and developing resource guides and other written literature relevant to the Program. - Participates in various facility meetings for the purpose of strategic planning and monitoring the quality of care provided to Women. Participates in executive-level decision-making deliberations and policy design at the facility level that impacts the care of Women Veterans. Consultation with the Primary Healthcare Team is expected to provide greater understanding of psychosocial dynamics and special concerns of Women Veterans. - May participate in research activities pertinent to Women Veterans' health. Although limited research is conducted in the clinical setting, the use of carefully executed procedures may be a part of a research design. May be requested to assist in gathering clinical research data. - May perform ancillary assignments on an occasional basis, where the complexity and amount of the work is not substantial and is not expected to expand in scope. Ancillary assignments should not impact on the incumbent's ability to perform the primary responsibilities of the WVPM.
