The VISN Quality Management (QM) Specialist is responsible for developing and managing the VISN Travelling Veteran, Utilization Management (UM), Bed Management Solutions (BMS), and Sterile Processing Programs. Position integrates expertise of clinical and administrative skills. Requires management and communication of data, use of information technology, and knowledge of quality management practice. QM is assigned to the Office of Quality, Safety, and Value located at the VISN 17 Network Office PCS will be offered for relocation to Arlington only OR option to telework from a VISN 17 facility location. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until December 20, 2021. The initial cut-off date for referral of eligible applications will be October 04, 2021. The Network Quality Management Specialist, Nurse IV, is responsible for administrative functions pertaining to Sterile Processing, Reusable Medical Equipment, ISO 9001, Travelling Veteran, utilization and bed management and other quality functions. The RN-QM functions as an administrator, educator, and consultant utilizing management theory in collaboration with all network facilities. The duties of the Nurse - QM Specialist include but are not limited to the following: Assists sterile processing, utilization/bed management and Travelling Veteran personnel at each facility to develop and maintain sound, evidence based processes. Conducts site visits to all network facilities to assess the adequacy of control programs and processes. Assist in policy-making activities as related to customer service and the overall functioning of administrative and clinical programs Collaborates with nurses and other health care staff to establish and maintain programs that cross all facilities within the network. Supports facility level clinical practice to ensure regulatory compliance and evidence based practice Establishes and maintains effective relationships with all levels of medical center personnel at every facility in the network and relates effectively with fellow nurse Travelling Veteran Coordinators as well as program and service leaders at the local and network levels. Responsible for trending and analyzing incidents across the Network. Develops strategies to disseminate "lessons learned" and serves as the content expert for the Network Sterile Processing Service SharePoint site. Serves as Network liaison to national program offices and uses the nursing process and sound judgement in clinical and administrative decision making, applying leadership and analytical skills, self-direction and initiative. Responsible for serving as the Chair of the associated committees, as appropriate, and serves on additional committees and councils as required.
