This position will serve as a VISN Informatics/Pharmacoeconomic lead who will work directly with healthcare system Pharmacy Service Chiefs, Associate Chiefs of Operations, procurement, and formulary staff to provide strategic and analytical support towards pharmaceutical cost savings initiatives. Major duties include, but are not limited to: Disseminates National/VISN communications to the appropriate stakeholders (e.g., national policy changes and formulary updates). Assists VISN Pharmacy Outcomes Program Manager with preparing meeting agendas and minutes for VISN Pharmacy and Therapeutics Committee, coordinates Pharmacy Monitors Action Workgroup (PMAW) voting items and provides guidance regarding strategic initiatives, program implementation, and VHA Formulary updates. Provides VISN P&T Committee with pharmacoeconomic and medication safety data. Ensures compliance with National, VISN, and local policies/directives, and any accreditation requirements such as Joint Commission or OIG standards. Provides feedback and recommendations to VISN Leadership that reflect current standards and expectations provided by VACO. Facilitates as needed requests to review high-cost prior authorizations and assists with the VISN Physician Appeals Committee. Leads and supports the VISN Pharmacy Monitors Action Workgroup (PMAW) with data collection, analysis, and reporting. Supports other VISN Workgroups and Committees as needed with voting items and lost opportunity cost analysis. Assesses the VISN 17 cost saving opportunities and provides both standardized and individualized strategic approaches to fit the needs of each facility. Diffuses strong practices and educates on methods of addressing national/VISN efficiency measures and compliance. Monitors clinical practice literature to direct pharmacy-based initiatives to optimize safety and cost-effectiveness of medication use throughout the organization. Performs ad-hoc analysis on new to market medications to identify potential interventions, opportunities for improvement, and monetary impact on the network. Utilizes internal and external sources to identify pipeline medications and anticipated generic availability to prospectively evaluate impact. Reviews and assists with budget analysis for VISN 17 facilities' Consolidated Mail Order Pharmacy (CMOP) annual budget. Develops tools/dashboards and presents in-services/status reports and/or training to VISN and facility leadership, healthcare providers and pharmacy staff to promote cost-effective medication management. Provides VISN oversight of local inventory management processes (e.g., identifying areas of improvement, evaluating pharmaceutical waste disposals reports for impact on inventory management, collecting and analyzing inventory turn rate reports provided by the facilities, reviewing the McKesson Inventory Turns Report) and presenting the information to PMAW and VISN P&T Committee as needed. Identifies procurement opportunities including purchasing of appropriate generic substitutes, drug file entry updates, National contract optimization, and working effectively with local procurement staff to review shortages/recalls and categorize the appropriate next steps. Works collaboratively with the facilities to identify deprescribing opportunities and provides the safety and lost opportunity cost impact of the initiative. Assists the VISN PBM Team with identifying Non-Formulary and Prior Authorization medications that can be considered for VISN PBM review based on prescribing behaviors, outlier status, and cost. Attends visits with Pharmaceutical representatives as needed to gather information on market opportunities and potential for savings. Utilizes analytical techniques to evaluate the pharmacies' fiscal, quality, and workload metrics data through proficiency in all Microsoft Office Products, concepts of querying relational databases for clinical application, basic Structured Query Language (SQL) coding, business intelligence and data analysis software packages, and SharePoint. Develops, implements, and maintains VISN 17 PBM reporting services and tracking tools, in collaboration with VISN 17 providers and staff, to triage, track and optimize therapeutic interventions in identified disease states. Interfaces with internal and external customers to develop electronic monitoring solutions to improve patient safety and/or optimize patient care and resources. Works with the VISN PBM Team to conduct prospective/ retrospective medication use evaluations of high-use, high-cost and/or high-risk medications to provide recommendations on medication management strategies for the VISN P&T Committee.
