The incumbent serves as an IMPACT Unit Leader (IUL) Section Chief of one of the sections in the VAA San Diego Healthcare System's Mental Health Care Line (MHCL). Primary purpose is to provide leadership, budgetary oversight, and programmatic management to programs and staff. RN Multidisciplinary Duties: Plans, controls, organizes, and directs the activities of staff within the IMPACT Unit/section, ensuring compliance with legal and regulatory requirements and meets customer and stakeholder needs. Develops goals and objectives that integrate organization and multidisciplinary staff objectives. Plans, analyzes and monitors data from VSSC, ProClarity and other VA databases to ensure IMPACT Unit is succeeding on all performance measures and monitors related to IU's functioning. Establishes, assesses and revises policies and procedures for administrative and clinical operations of staff within the IMPACT Unit. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on the section's priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of clinical, budgetary and administrative issues. Structures assignments to create effective and economical positions. Provides advice to the Associate Chief of Staff for MH regarding significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Exercises supervisory personnel management responsibilities in conjunction with subordinate's Service Chief or Lead. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Maintain effective knowledge of community, VA and other government related service agencies so that effective treatment plans with appropriate use of community resources are made. Responsible for the formulation, fiscal administration and control of the IMPACT Unit operational budget. Provides direct services to patients and their families utilizing a comprehensive range of techniques, skills, and resources. Counsels and supports patient's caregivers/significant others in order to establish and maintain a supportive environment conducive to the recovery of the patient. Acts as clinical supervisor for psychiatry rotations for medical students, residents, and fellows; or for social work or psychology interns; or for nursing trainees; or for pharmacy residents; or for chaplaincy residents. Arranges or teaches in-house seminars, lectures, or demonstrations to staff and trainees on various MH topics of interest. Performs other related duties as assigned.
