The EHR-HIT User Proficiency Manager is responsible for the direct oversight of strategic user proficiency improvement initiatives at M Health Fairview and provides clinically focused leadership to ensure expectations and outcomes are met and continuously improved upon. This role motivates team members throughout projects and is a liaison, problem solver, and facilitator between stakeholders and the project team.
The focus of this role is to articulate program strategy to achieve business objectives specific to improving user proficiency of IT systems, create and oversee execution structure for the program, clarify business impact, and coordinate underlying projects to attain their combined benefits for the program. The EHR-HIT User Proficiency Manager works closely with the program sponsors to understand and translate business objectives into an accumulative series of program outcomes with defined process and outcome metrics. Within the execution structure, this role communicates the vision, coordinates effort, and provides high-level oversight to bring together the sum of multiple work efforts and integrate them to realize a greater program outcome.
The EHR-HIT User Proficiency Manager is accountable to manage the lifecycle of the program, including set program controls for daily management, plan and monitor progress to accomplish milestones, manage risks and mitigate issues throughout the lifecycle of the program, coordinate project and interdependencies, manage resources across teams, and engage stakeholders to achieve program outcomes. This role is responsible for all program-level work data that are necessary for the program sponsor to measure, track and communicate how the program outcomes meet the business objective.
Articulates program strategy, impact, and execution plan in terms of program outcomes required to achieve the business objective.
Translates business objective into an outcomes-based framework for action. Defines program execution structure, including supportive projects; defines and monitors process and outcome metrics.
Provides roadmap to integrate project components and efforts, including milestones and target outcomes; tracks and escalates missed milestones with mitigation plan to sponsors.
Proficient with fostering team culture and dynamics, negotiating through disputes, excellent communication skills, and the ability to guide, referee and integrate various work efforts and stakeholders involved in the program.
Coordinates with ePMO and program sponsor to manage organizational change related to program deliverables.
Establishes program communications plan for the organization; prepares and presents progress reports to program sponsors and organizational leaders.
Actively communicates to clarify interdependencies and accumulative benefit across teams; guides and steers team to achieve program outcomes. motivates team members throughout projects and is a liaison, problem solver, & facilitator between clinical stakeholders and the project team.
Governs and documents the program, including adherence to organizational standards, alignment with business objective, and program execution.
Assists team when needed to accomplish program outcomes.

Bachelors degree in business, technology or related field or an equivalent combination of experience, education, and training
5+ years managing large, complex projects or programs
Knowledgeable in program management methodologies, performance evaluation and change management principles
Experience compiling and following strict budgets
Demonstrated ability to communicate the big picture or vision to everyone consistently
Demonstrated ability to negotiate and resolve challenges
Ability to create roadmap of outcomes across projects, set realistic goals and timelines
Demonstrated ability to work with multiple stakeholders and navigate diverse perspectives
Ability to foster work culture and relationships among project teams to sustain program outcomes over the long-term
