This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14: Experience/Education. One year of experience equivalent to the GS-13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. ["The Social Worker, Program Manager (Chief of Mental Health) manages administrative and clinical aspects of a combination of mental health service programs located across the Western Colorado Health Care System (WCHCS). They have responsibility for Mental Health Service including, coordinating interdisciplinary staffing, creating and monitoring work assignments, managing budget, ensuring implementation of treatment services per VA Directive, monitoring and reporting upon quality and safety of services and providers, ensuring program standards meet accreditation requirements of oversight bodies, monitoring and reporting upon outcomes of various programs, actively participating in and reporting to national, VISN and facility level committees. They also supervise employees assigned to the programs. At WCHCS, the incumbent will function under the title of Chief of Mental Health (Social Worker, Program Manager). They will directly oversee program services congruent with experience and areas of competence. This includes the oversight of over 80 personnel employees. The incumbent assumes the supervisory and administrative responsibility for the management of the assigned staff members who function within Mental Health programs in the WCHCS. As a social worker, the incumbent provides services to Veterans, their families and the interdisciplinary team regarding evaluation, identification and treatment of psycho-social concerns and psychiatric diagnosis in the mental health settings. As the supervisor, the incumbent plans, establishes, and implements policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the staff assigned to mental health programming. The incumbent will assure the staff whom they supervise are aware of and adhere to all current directives of VHA, and meet current accrediting body standards, state licensure standards, and VA-OIG expectations.
