The incumbent operates as a Level IV, Associate Chief Nurse Section (ACNS) for Acute Medicine providing leadership in the delivery of nursing care and the management of nursing personnel and resources in clinical practice areas in keeping with the mission, vision and values of this health care facility. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Candidate with 4-5 years of progressive nursing management experience in an acute care setting of a complex healthcare system. It is also preferred that the candidates have 4-5 years of experience working directly in an ICU. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Position at times requires heavy lifting (45 pounds and over), heavy carrying (45 pounds and over), straight pulling (4 hours), pushing (4 hours), use of fingers and both hands, walking and standing 8-12 hours, repeated bending 8 hours, both legs required, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in other eye, depth perception, ability to distinguish shades of colors, hear (aide permitted). Transferring patients and objects required. The incumbent may be exposed to infected patients and contaminated materials and will be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may be exposed to patients who are combative secondary to delirium, dementia or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient and departmental needs. Duties include: Chief Nurse for Medicine Service provides oversight, coaches and develops staff and leads innovation in the pursuit of the critical elements of the VHA performance standards. Exhibits leadership that is characterized by substantial and continuous responsibility and accountability by managing population groups or integrated programs. The Chief Nurse of Medicine Service is responsible for the oversight and operations of the Acute Medicine Unit, ICU, Stepdown, and Utilization Management at the John D. Dingell VA Medical Center Demonstrates sound nursing and administrative judgment in decision-making and leadership with interdisciplinary groups involved in the planning, designing, implementing and improving patient care services and health care delivery systems. Assesses, develops, implements, and evaluates programs/activities to meet needs for changing practice environment/population groups and staff relative to role assignment. Creates opportunities to share knowledge/expertise within and across own and/other services. Participates in ACNS interviews and assists with transition of individuals into this role. Responsible for compliance with all safety, regulatory and accrediting body requirements for Acute Medicine service and general nursing section related issues. Routinely collaborates with the ACOS of Medicine to formulate long and short-term goals for the Medicine Service and aligns these goals with the goals of the medical center. Develops action plans 10 accomplish the service line goals within the established timelines and available resources. Maintains budgeting oversight related to resource utilization, people, materials, etc. Participates with leaders from the governing body, management and clerical staff in upholding the hospital mission, vision, value and strategic plan. Provides leadership to acute inpatient supervisors to organize work in order lo maximize efficiency and quality of service of standard work and responsibilities. Ensures adequate staff resources that support staffing needs of the service. Responsible for the development of staffing plans and actions to ensure safe patient care utilizing appropriate resources.
