Determines the strategic direction and day-to-day operations of the department in order to meet the needs of users throughout the System. Evaluates the use of technology and applications to determine priorities, allocate resources, establish project schedules to ensure their timely completion, maintain the integrity and security of computer systems, and make recommendations to keep the System current with technological advances in hardware and software. Serves as he HIPAA Security Officer and owner of all HIPAA security rule tasks for BSWH data, information, and assets. Chairs the security governance structure. Identifies vulnerabilities that may affect information assets and implements cost-effective security and risk management practices that function to minimize or eliminate impact to BSWH systems/applications/networks. Reports on BSWH information security posture and progress, including problem areas with recommended enhancements. Provides and maintains technical expertise on security aspects of systems, applications, and networks currently resident in BSWH and those planned for the future. Assists in assuring that specific information security plans/goals are consistent with organizational plans/goals. Works with suppliers and business partners to ensure information security meets BSWH standards. Serves as a leader for teams investigating and addresses various health information security and privacy issues. Develops and directs technical teams in the investigation and resolution of complex privacy and security problems. Participates on appropriate information security committees/task forces of local/state/federal organizations/governments. Develops and implements technical solutions that allow for the efficient protection of BSWH data, information, and assets. Provides recommendations and suggested practices for the physical protection of BIS facilities and equipment. Provides guidance and suggested practices to enable the continued availability and reliability of critical information. Establishes and maintains computer and network security systems and administrative protocols. Provides direction and makes recommendations for virus detection and removal and communicate virus information throughout the organization. Reviews system development, maintenance and acquisition efforts to ensure efficient and adequate security provisions. Uses a systematic approach for the identification and resolution of complex privacy and security issues. Works with auditors regarding the oversight of information security policies, procedures and BSWH compliance. Coordinates with program and technical managers on matters related to the planning, development, implementation, or modification of information security policies and procedures that will affect BSWH. Establishes communication programs that will raise and maintain awareness of information security throughout BSWH. Develops and implements training programs to ensure BSWH staff is educated and aware of their roles and responsibilities relative to information security. Manages the information security departmental budget in a manner that is consistent with the operational objectives of Baylor Information Services. Ensures that expenditures are within the financial guidelines established in the capital and operating budgets. Responsible for human resources functions, including interviewing, hiring, counseling, appraising, and terminating employees. Identifies personnel development needs, provides training opportunities, and conducts annual reviews for employees. Promotes staff retention and career development.
