The Minnesota Department of Human Services (DHS) is seeking a dynamic leader to join our Minnesota Sex Offender Program (MSOP) Executive Operations team within the Direct Care & Treatment (DCT) Division of the agency.
The Deputy Director provides executive leadership to operational and administrative services (facility management, DCT and MSOP strategic planning, policy and compliance, safety and security, and construction management). The Deputy Director provides oversight and strategic direction to the MSOP Moose Lake and St. Peter facilities to deliver effective and cost-efficient programming and security to the client population in addition to maintaining and assuring up to date methods of overall public safety while maintaining a therapeutic environment conducive to change. The Deputy Director works collaboratively with the MSOP Executive Clinical Director to deliver quality services and programming across sites and to assure operational and clinical staff are demonstrating an integrated, collaborative approach that models MSOP Principles.
Oversee the daily operational activities of MSOP's secured facilities to ensure the provision of a controlled, safe environment for staff, clients, and the public.
Participate on DCT committees, facilitate, and monitor continuous improvement projects; the Deputy Director represents the MSOP on committees including the Operations Management Team and is the chair of the End of Confinement Review Committee for DHS.
Oversee program infrastructure, regulation compliance, and physical plant construction ensuring timely, effective, and cost-efficient plans and structures that enhance and support a therapeutic environment.
Collaborate and ensure agency or Direct Care and Treatment division centralized activities complement and support the MSOP strategic direction in the areas of human resources, financial services, staff development, worker safety, and business continuity planning.
Influence and shape the strategic and tactical direction of MSOP to support the overall ability to achieve short and long-term objectives.

The Minnesota Sex Offender Program provides treatment for 740 clients who are civilly committed as Sexually Dangerous Persons or Sexual Psychopathic Personalities. Program staff provide comprehensive services including sex offense specific treatment, education programming, therapeutic recreation, vocational programming and volunteer services, health and wellness to clients in a therapeutic environment where safety and security are at the forefront while maintaining a therapeutic environment.
Five (5) years of managerial or advanced supervisory experience within a secured correctional and/or sex offender treatment setting. Experience must include responsibility for:
Establishing and acquiring support for funding and managing budgets.
Ensuring program compliance with processes, policies, procedures, and regulations related to management, staffing, contracts, procurement/supply, and fiscal management.
Oversight of licensing and/or compliance issues related to maintaining programming certification and/or licensure.
Developing and maintaining relationships with other State, County, and Federal agencies, advocacy groups, vendors, and the public.
