The James J. Peters VAMC is currently recruiting for the position of Director of the Mental Illness, Education and Clinical Center (MIRECC) service. This position may be filled by a Social worker, Registered Nurse, Psychologist or Physician. MIRECC is an international leader in research and treatment of Severe Mental Illness (SMI). The Center pursues a discovery-to-recovery approach to determine the causes, identify predictors, and develop treatments for individuals with SMI. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The MIRECC Director has full programmatic authority for all professional, management and administrative aspects of MIRECC which is a complex research, education, and clinical program having ongoing funded research studies and education/clinical projects and programs. The MIRECC Director oversees and directs research projects, educational programs, and clinical demonstration programs. MIRECC consists of an interdisciplinary team of researchers, educators and clinicians whose goal is to understand and improve VA's care for those affected by posttraumatic stress disorder (PTSD) and traumatic brain injury (TBI). The Director conducts scientific research and is a recognized expert with a national and international reputation in these areas, which includes a significant track record of grant funding, publications, and related professional activities. Duties performed by the Director require skill in directing and effectively managing the work of a complex organizational unit. The incumbent must balance responsibilities in a complex environment and use a high level of autonomy to organize work, set priorities and program goals, delegate tasks, meet multiple deadlines, and meet facility performance objectives. Skills are required in analyzing and finding solutions to organizational/systems problems as well as negotiate changes to multiple program policies as necessary. These skills include the ability to adapt to changing work environments with fluid program demands, staffing requirements, and emerging patient care characteristics. Given the multiple elements of neurobiological and psychosocial research, educational, and clinical programs the Director must have the ability to assess basic and complex challenges and coordinate efforts across this complex system. The Director must be highly proficient in relating to superiors, peers, and subordinates to and negotiate and implement program policies and find solutions to personnel and organizational challenges. The position requires an extensive background in mental health sciences including knowledge of new developments or of experimental theories. This position requires the mastery of planning principles, concepts, policies, techniques, and procedures to coordinate and make recommendations in the development of long- and short- range program and evaluation plans, and to coordinate the monitoring of program and resource activities against these plans. The Director demonstrates knowledge and skills necessary to provide care appropriate to the age-related needs of all Veterans specifically related to mental illness or at risk for developing mental illness. MIRECC Director is responsible for all professional, management and administrative aspects of MIRECC, a complex research, education, and clinical consultation program having on-going multiple funded research studies and education/clinical projects and programs. The incumbent has broad program management responsibilities that include the operation and management of key clinical, research, training and administrative programs.
