To plan, organize, supervise, coordinate and control the activities of the facilities management functions which are necessary in maintaining the physical structures, HVAC, mechanical, electrical systems, utilities and grounds of this hospital in an operative and safe working condition. Maintains performance improvement activities within the department and participates in CQI activities. Assures competency of all personnel. Assists in formulating the budget. Maintains efficient and effective department operation while requiring compliance with all JCAHO, state, federal and local regulatory laws, standards and protocols. Manage and oversee all hospital safety programs in order to maintain a safe environment for patients, visitors and personnel by performing the following duties.
DUTIES AND RESPONSIBILITIES
Essential Job Duties
Reports to the Chief Operating Officer regarding the physical and structural conditions of hospital facilities and the status of work in progress.
Monitors departmental personnel matters to include interviewing and the hiring of new staff, training, evaluating work performance, promotion, counseling, discipline and termination. Directs the grievances of employees to the Human Resources Director for final disposition.
Develops, evaluates and implements: departmental policies and procedures, goals and objectives, and standards of work for the maintenance and repair of medical equipment, buildings and building systems.
Participates in the development and applications of standards of quality and productivity for the Engineering Department.
Administers and implements the preventative maintenance program to ensure uninterrupted operation of the entire physical plant. Monitors its applications to assure maximum effectiveness and provides appropriate documentation of the same.
Coordinates the repair of equipment or recommends the replacement of or additions to equipment or physical plant as necessary.
Works closely with other departments and administration. Negotiates priorities, plans work schedules, makes job assignments, orders needed materials, supplies and parts. Recommends use of outside specialty contractors as circumstances indicate.
Schedules and supervises maintenance repair work, alterations, remodeling, minor construction and the checkout, installation and servicing of mechanical and electrical equipment and building systems.
Serves as safety officer responsible for directing the ongoing organization-wide process to collect information about deficiencies and opportunities for improvement in environment of care management programs.
As the facility designated Safety Officer, develops, implements, and monitors hospital and safety management programs based on evaluation of organizational expertise, applicable law, regulations, and accepted practice; ensures that the hospital and department comply with JCAHO, federal, state and local requirements.
Assesses compliance with the Life Safety Code, completes the electronic Statement of Conditions(e-SOC), and manage the resolution of deficiencies.
Represents the hospital to regulatory agencies such as JCAHO, OSHA, EPA, etc.
Serves as Safety Committee chair for both the hospital and the Facilities and Engineering department; consults with staff on a wide variety of safety issues, policies, and concerns including waste management, hazardous material control, and security issues.
Implements, with appropriate staff, safety committee recommendations; monitors the effectiveness of the recommendations.
Develops, implements, and monitors the safety and training programs for the Facilities & Engineering Department.
Maintains training records for the department; ensures that appropriate training is given for critical staff and JCAHO compliance.
Develops and conducts formal training programs for the hospital and the department covering a variety of areas associated with staff safety, facility environment, disaster preparedness, emergency preparedness, and new programs or regulations.
Prepares and submits annual management reports for hospital administration and outside regulatory agencies.
Maintains an inventory of parts and supplies to maximize the operational readiness of hospital building systems and equipment with due respect to the limitations of cost, regulations and relative priorities
Responsible for the selection and coordination of all maintenance service contractors and ensures all contractual provisions are met along with established codes.
Responsible for developing the annual operating budget, which includes personnel, equipment, materials and supply needs. Continues to monitor budget after adoption.
Performs preventative maintenance program of fire alarm system according to National Fire Prevention Association criteria. Responsible for the development of policies and procedures relative to fire and safety.
Maintains personnel files and records, audits time cards and prepares statistical and operating reports.
Oversees the daily performance and grounds care of the hospital to assure a uniform and satisfactory landscaped appearance.
Investigates new and improved cleaning equipment, methods and supplies and communicates information to employees.
Participates in performance improvement and information management programs.
Demonstrates knowledge and is able to identify each patientâ��s age-specific needs to promote a safe environment needed by the patient group.
Ensures linen supply is clean and that there is an adequate supply available at all times.
Reviews linen usage statistics and maintains loss and cost controls.
Maintains compliance with JCAHO, federal, state and local standards and regulations.
Develops and recommends new procedures and approaches to safety and loss prevention based on reports of incidents, accidents and other relevant information.
Disseminates information to department heads and others regarding toxic and hazardous waste and materials, safe medical devices and supplies, emergency preparedness and other safety information.
Assesses for and initiates interim life safety measures.
Interprets and enforces of the Life Safety Code.
Assists department heads and administrators in enforcing safety regulations and codes.
Measures and evaluates effectiveness of safety program, using established goals.
Acts as a reporting member of the Safety Committee on findings, recommendations, actions and monitoring at least every other month. Supports Safety Committee meetings by collecting and formulating relevant information in such a way that decision making is facilitated.
Conducts building and grounds hazard surveillance surveys on a periodic and regular basis to detect code violations, hazards and incorrect work practices and procedures.
Develops, reviews and participates in safety training for hospital staff. Presents at new employee orientation. Presents inservices to various departments on request; maintains various resource media for training.
Maintains administrative control of records related to safety and health programs.
Prepares and disseminates memos and reports. Maintains required records.
Plans, coordinates, oversees and trains, as needed, regarding asbestos control.
Directs the OSHA required hazard communication program through: maintaining a comprehensive file of Material Safety Data Sheets; providing assistance to directors in conducting the annual chemical inventory; and providing training in the use of and need for Material Safety Data Sheets.
Assists Personnel Department in administering worker compensation program.
Participates in performance improvement and information management activities.
Meets JCAHO, federal, state and local regulations and standards.
Demonstrates knowledge of the principles of growth and development over the life span. He/she shall be able to identify each patientâ��s age specific needs and promote a safe environment needed by the patient group.
Adheres to dress code, appearance is neat and clean.
Completes annual education requirements.
Maintains regulatory requirements, including all state, federal and JCAHO regulations.
Maintains and ensures patient confidentiality at all times.
Reports to work on time and as scheduled.
Wears identification while on duty.
Attends annual review and performs departmental inservices.
Works at maintaining a good rapport and a cooperative working relationship with physicians, departments and staff.
Represents the organization in a positive and professional manner.
Attends committee, CQI and management meetings, as appropriate.
Resolves personnel concerns at the departmental level, utilizing the grievance process as required.
Ensures compliance with policies and procedures regarding department operations, fire, safety and infection control.
Effectively and consistently communicates administrative directive to personnel and encourages interactive departmental meetings and discussions.
Complies with all organizational policies regarding ethical business practices.
Communicates the mission, ethics and goals of the hospital, as well as the focus statement of the department.
Bachelorâ��s degree preferred, minimum of an associate's degree (AA) or equivalent from two year college or technical school; or 3 to 5 years related experience and/or training; or equivalent combination of education and experience.
Able to communicate effectively in English, both verbally and in writing.
Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
Ability to effectively present information to top management, public groups and/or the Governing Body.
Additional languages preferred
Basic computer knowledge.
Knowledge of hospitalâ��s management and utility systems management.
