The Program Manager (Chief, Mental Health Residential Rehabilitation Treatment Program MHRRTP) position is located Department of Veteran Affairs (VA), Veterans Health Administration (VHA), in the Sheridan VA Health Care System, at the Sheridan VA Medical Center in the Mental Health Residential Rehabilitation Treatment Program (MHRRTP). ***This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until February 28, 2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Grade Determinations: Licensed Professional Mental Health Counselor GS-14 - Program Manager Leadership Assignments: Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-13 grade level. They must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-13 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. Demonstrated global knowledge of mental health counseling practice to develop, maintain, and oversee programs in all settings. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. Preferred Experience: Ability to work collaboratively with the Assistant Chief of MHRRTP and the Nurse Manager of MHRRTP Ability to manage medium size residential program and ~70 staff Familiarity with residential programs and VA knowledge Clinical experience with PTSD, Substance Use Disorders, Serious Mental Illness, and Homelessness Leadership/Supervisory/Management Experience Effective Communication Conflict Resolution Problem Solving References: VA Handbook 5005/106 Part II Appendix G43 Physical Requirements: This position provides direct services to patients and their families through casework. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing (aid permitted), clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. ["The MHRRTP Chief has direct administrative and professional supervision of interdisciplinary staff assigned or annexed to the MHRRTP (e.g., Nurse Practitioners, Administrative Support Staff, Nursing Service Line [Managers, RNs, LPNs, NAs], Social Service Assistants, Psychologists, Social Workers, Licensed Professional Mental Health Counselors, Licensed Marriage and Family Therapists, Addiction Therapists, Psychological Technicians, Peer Support Specialists, Certified Vocational Rehabilitation Staff), Dietitians, Recreational Therapists, and Clinical Pharmacists. Responsibilities also include: Considers all factors in assessing applicants for admission into the MHRRTP. The multiprogram residential facility has substance use disorder, dual diagnosis, posttraumatic stress disorder, serious mental illness, vocational rehabilitation, and homeless programs from which to choose. Coordinates the Quality Improvement Program with the MHRRTP and conducts Point of Care reviews to enhance performance in the program as well as meet or exceed regulatory agency standards. Schedule the staff to provide the required supervision on all shifts and settings of the residential treatment programs. Plan work to be accomplished by clinical staff, training classes for residents, staff training, to be completed within a designated time frame. Assign work based on priorities, consideration of difficulty and the capabilities of the employees. Evaluate work performance on a continuous basis, providing oral and written feedback when indicated. Give guidance to employees on both clinical work and administrative matters. Collaborate with Human Resources to fulfill all duties in the recruitment process to include position management requests, recruitment packages, certification processing, ensuring accuracy and upkeep of manning documents, interviewing candidates for vacant positions, and recommending appointments. Effect many and all disciplinary measures and actions. Has oversight of all psychotherapies for Veterans living within the MHRRTP including over 100 hours of offered groups per week, multiple offered evidence-based procedures for issues of homelessness, substance abuse, relationship problems as well as issues of daily living within their level of experience and/or skills. Makes assessments of the Veterans referred and the type and scope of services required by each applicant; negotiate admission needs with each of the six tracks within the MHRRTP; make judgments about the safety and security of the residents within the facility. Represents the VA and Office of the Chief of Staff to the community, residents, families, agencies, legislators, surveying bodies and other VA facilities. They advise the ACOS of Mental Health of any issues which need to be resolved on a higher level. Provides educational leadership, guidance, and consultation to staff. Provide additional clinical supervision to staff of various disciplines and levels of training, including trainees seeking licensure. Serves as a consultant to other medical center staff and trainees, particularly related to the MHRRTP treatment setting. Develops and provides in-service education to bring an awareness to the medical center staff of the Veterans' perceptions of their experience, thereby contributing to improved staff understanding and attitude. Offers consultation to colleagues and trainees on the psychosocial treatment of patients in specialty areas, rendering professional opinions based on experience and expertise and role modeling effective practice skills. Demonstrates the ability to teach and mentor staff and trainees in a special area of practice and provides supervision for licensure or specialty certifications May serve on Medical Center, VISN, and/or National VA committees or task forces. Actively participates in leadership roles on local, state, and national professional organizations. Represents the Health Care System at professional community group/events and committees. May be required to attend meetings, conferences, trainings, seminars, or other events that require travel and overnight stays.
