The primary role of the Whole Health System (WHS) Clinical Director located at the EL Paso VA Health Care System (EPVAHCS) is to plan and implement services delivered and contribute to the process of strategic planning, influencing and responding to organizational priorities. This involves responsibility for creating a WHS with development of priorities and working with the Executive Team and appropriate Service Chiefs, Clinical Staff, Program Manager, and Whole Health Committee. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. BASIC REQUIREMENTS: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. License: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. English Language Proficiency: Proficiency in spoken and written English. Provides leadership to the WH and staff aligned under the service. Provides direct line supervision to the WH Program Manager (Psychologist), Nurse Manager, Physician (Interventional Pain/BFA), and Administrative Support staff. Provides guidance and direction to additional FTEE aligned within WH service. Provides clinical care in accordance with expertise and scope to Veterans, and supervises the care delivery within the program. Plans and directs the educational and clinical experience of any potential medical students, residents, and fellows assigned to the WHS. Develops and executes a WH Business Plan for the EPVAHCS. The plan should identify the EPVAHCS mission, goals, objectives and strategies or accomplishments together with related resource implications. The business plan should also take cognizance of and be consistent with EPVAHCS's overall strategic business direction. Assumes a leadership role in the development and implementation of the WHS performance plan. Develops the WHS annual budgetary report based on quality, activity and financial information and projections. Is accountable for resources used, directly and indirectly, by the WHS. Occupies the lead management role within the WHS. Develops and implements measures to ensure efficiency and effectiveness in the designated areas of responsibility. Creates strategic partnerships with VHA facility program directors and service line chiefs. Advocates for the Whole Health System with VHA leadership, the medical community and academic affiliates. Creates strategic partnerships with community organizations to promote health and well-being offerings within the community as needed. Assists with the development of a WHS marketing plan. Provides strategic clinical input and ensures effective advice to the Service Line clinical staff, Service Line Chief, Chief of Staff and EPVAHCS Executive Team. Assists clinicians with educational and clinical experience of any potential medical students, residents, and fellows assigned to the WHS. Is readily available to the team members for collaboration when medical or other problems arise. Participates in WHS team meetings. Keeps the Whole Health System team apprised of medical care advances and practice standards. Collaborates with other WHS Directors, VISN 17 leadership, and VA Central Office (OPCC & CT) staff on program development issues. Jointly selects WHS team members, works with management team colleagues and senior clinicians for the recruitment of permanent, temporary, and locum tenens staff. Supports clinical training and continuing professional development throughout the WHS team in line with personal/professional development plans and organizational/clinical need. Maintains inventory of CIH approaches offered at VHA facility, including gap analysis as it relates to CIH approaches that must be offered by VA/community per Directive 1137. Ensures promotion and development of measures to enable the Director to monitor WHS staff individual performance and to assess clinical outcomes, and addressing performance issues.
