The Health Science Officer (Chief of Research) is a full-time supervisory position reporting to Chief of Organizational Development, Education & Research at VA Western Colorado Health Care System (WCHCS) located within VISN 19. The incumbent functions as the Director of the Research Service and formulates the goals and objectives of the research mission, both basic and clinical, of the VA Western Colorado Health Care System (WCHCS) located in Grand Junction, Colorado. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. IOR: Basic Requirements Education Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of advanced principles and policies of medical research standards including knowledge of medical terminology and extremity trauma care in order to make immediate policy determinations and to advise key personnel within and outside the organization. Expert knowledge of analytical and evaluative methods essential to plan and evaluate programs and policies and to persuade key officials to accept and implement recommendations. The incumbent must exercise significant ingenuity to manage, interpret, evaluate, and develop program requirements; explore emerging data management and infrastructure technologies and conduct tests to evaluate and incorporate advances into existing processes regarding these operations. Considerable skill is required in written and oral communications sufficient to prepare written policies, guidance and directions and to explain, defend and justify decisions and recommendations to higher level management; to lead meetings and make presentations. Extensive knowledge of administrative laws, policies, regulations, and precedents applicable to clinical investigation programs. Expert knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Expert knowledge in the broad areas of regenerative medicine, physical rehabilitation, human physiology, biomechanics, and in-depth knowledge of protocol development and statistical analysis. .
