This is a supervisory nursing job opportunity at the Washington D.C. VA Medical Center. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Licensure: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN; minimum of two (2) years of managerial experience; minimum of five (5) years of Infection Control experience in a hospital setting; CIC certification. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. ["The Infection Control Program Manager is responsible for guiding the development, review, and revision of Infection Control guidelines, policies, and procedures consistent with national standards for infection prevention and lead the team of infection preventionists to respond to infectious threats and improve safety. The incumbent will analyze data on hospital acquired infections and develop and implement appropriate action plans. She/he will collaborate with others to evaluate the environment of patients and related areas and patient care equipment and products to ensure they meet the internal and external standards of infection control and prevention. The Infection Control Program Manager must have knowledge in infection control and prevention including, but not limited to knowledge in the areas of patient care practices, microbiology, asepsis, environmental infection prevention, construction, safety, and disinfection/sterilization. The Infection Control Program Manager will assess the educational needs of all healthcare employees, patients, and visitors and implement an educational plan to meet the needs and requirements of the Joint Commission. The incumbent will participate in Medical Center committees and task forces as needed to improve patient care outcomes and safety. She/he will execute responsibilities which demonstrate leadership, experience, and creative approaches to management of complex patient care in the assigned area. She/he will demonstrate performance and leadership and hold the designated first-line supervisory authority, responsibility, and accountability for the 24/7 operations of the unit ensuring that subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice, accreditation, and regulatory standards. She/he will ultimately be involved in the evaluation, redesign, and implementation of unit-based/facility-wide/health service policies and protocols when applicable. Other duties and responsibilities include but are not limited to: Providing sound fiscal and human resource management, effective handling of administrative and clinical issues, customer service/patient satisfaction, patient and employee safety, and employee relations. Monitoring the use and maintenance of equipment, supply and use of stock and supplies, as well as environmental conditions and services. Establishing relevant reporting priorities as applicable to the role and establishes priorities for unit-based quality/performance improvement activities, while promoting a culture of comprising evidence-based practices. Collaborating with leadership teams as it pertains to appropriate management of Full Time Employee Equivalent (FTEEs), resource requests, developing and implementing strategies to recruit and retain an effective workforce, and disseminating educational and non-educational information to all personnel. Actively developing and managing collaborative partnerships with physicians and other members of the multi-disciplinary team as a means of providing high-quality, cost effective, and customer focused health care. Maintaining responsibility for ensuring suitable and timely training, appraisal/performance development, counseling, scheduling of the unit, coaching of staff, effective management of employee conduct and performance issues, and completion of recurrent reports and performance evaluations in a timely manner. Participating in service and Medical Center committees and task forces to improve nursing standards of practice and patient care, while identifying educational needs to staff and ensuring that those needs are aptly addressed; holding an integral role in supporting and facilitating student nurses clinical experiences as well as orienting new employees. Conducting frequent evaluations on the effectiveness and resources associated with the Infection Control Program, providing supervision to those staff who directly or indirectly report to the Infection Control Program Manager, and for monitoring any outcomes measures related to the Infection Control Program that are required in accordance with VA directives, national Infection Control Standards, regulatory requirements, or Medical Center specific indicators.
