JOB SUMMARY
Under the general supervision of Chief Nursing Executive (CNE), the Senior Director of Nursing Innovation and Research Programs is responsible for the establishment of a Nursing Innovation and Research Center and the development and execution of its strategic objectives and goals. This position will be responsible for developing, implementing, and enhancing the care delivery for nursing at the Cook County Health (CCH) through research, innovation, and evidence-based practice. This position will oversee the development of a nursing model that fosters workforce Innovation, research, and evidence-based practice at CCH. This position will lead the collaboration with all disciplines across the CCH to create innovative staffing models by integrating technology and best practices. This position oversees the implementation of innovative nursing workforce redesign strategies. Additionally, this leader is responsible for the administration of the activities that support the front-line nursing team in pursuing and completing research endeavors including researching, writing, and submitting proposals to institutions for procurement of grants and other funding opportunities and the successful implementation of the funding.
General Administrative Responsibilities
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
General Administrative Responsibilities continued
Management
Contribute to the management of CCH staff and CCH’ systemic development and success
Discuss and develop CCH system policy and procedure
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
Typical Duties
Leads the design and implementation of the Nursing Innovation and Research Center in collaboration with the Research and Clinical Trials Department and Leadership across CCH. Develops and implements vision, strategy, goals, and resource development in consultation with the CNE. Shapes the development of Nursing research programs
Facilitates the Nursing Strategic Planning process in partnership with the CNE
Remains abreast of advances in the areas of nursing and healthcare research and anticipates their translation into nursing practice
Collaborates with Nursing leaders in meeting research requirements for Magnet designation to ensure all organizations are meeting Magnet Standards for Nursing Research
Guides and directs an operational plan to include continuous research and innovation to carry out the mission, goals, and objectives of the nursing department’s strategic plan
Develops a model for fostering nursing research and evidence-based practice. Leads systemwide project priorities for change and Evidence-Based Practice (EBP) to improve care. Conducts research on EBP, including best models and strategies for translating research into practice
settings to improve healthcare quality and outcomes within Nursing. Provides direction, overall management, coordination, and monitoring for EBP and research to ensure consistency and compliance. Recruit and retain high quality experts in EBP to sustain Nursing mission and value
Leads the design and implementation of innovative nursing care delivery systems in conjunction with colleagues throughout the nursing service
Promotes, develops, and implements evidence-based research, and nursing innovation throughout CCH to optimize clinical outcomes and create a cost-effective health care delivery model
Identifies, reviews, and prioritizes research/innovation opportunities to improve organizational efficiency and effectiveness. Conducts clinically focused and public health research.
Oversees the procurement of external funding opportunities and the writing of proposals and Nursing research grants
Provides leadership support in nursing publications
In collaboration with CCH Leadership, develops and/or utilizes effective communication systems and methods that promote sharing, partnerships, integration, and collaboration across CCH
Establishes and maintains cooperative and collaborative relationships across CCH

Commands a wide range of nursing research and evidenced based workforce strategies to improve nursing practice and clinical outcomes
In collaboration with CCH Leadership, provides direction in the implementation of diversity, equity, and inclusion practices, and actions that reflect Nursing’s commitment to diversity, equity, and inclusion programs and initiatives using a constructive and creative approach.
Develops new alternative care delivery and staffing models. Recommends innovative new Nursing solutions to healthcare and health challenges based upon evidence
Develops and maintains productive and collaborative relationships with other department heads, hospital administrators, medical staff, department chairs and other leaders in the development and achievement of inter-departmental goals and objectives
Provide leadership to writing and securing grants
Serve as mentor to nursing students
Promotes the growth of Nursing Leadership and staff in innovation and research
Serves on appropriate multidisciplinary and nursing committees
Reporting Relationships
This position will have a matric reporting relationship to the Chief Scientific Officer and to the Chief Nursing Executive
MINIMUM QUALIFICATIONS
Licensed as a Registered Professional Nurse in the State of Illinois OR Licensed Registered Professional Nurse able to obtain Illinois State licensure within two (2) weeks of starting employment
Bachelor’s degree or higher in Nursing from an accredited college or university
Doctorate degree in health or science related field with demonstrated competency in evidence-based research as demonstrated by publications and/or presentations
Five (5) years of healthcare leadership experience
Three (3) years nursing research experience and or leading Evidence-Based Practice (EBP) initiatives
Preferred Qualifications
PhD in Nursing or replated field from an accredited school of nursing
Doctorate of Nursing Practice (DNP)
Experience in writing and securing grants with extensive knowledge in healthcare funding sources
Current regulatory, accreditation, and Joint Commission experience
Experience in integrating workforce and clinical outcomes
Experience in Lean Six Sigma, Black Belt
Experience guiding front line and leaders in publications with strong writing, proofreading, and editing skills

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements.
