The Biostatistics, Bioinformatics and Epidemiology Program (BBE) supplies the statistical and mathematical modeling expertise needed within Fred Hutch's Vaccine & Infectious Disease Division (VIDD) to accomplish our ambitious objective of eliminating disease and death attributable to infection. We are also accelerating research to confront the growing burden of COVID-19, HIV, and cancer-related infectious diseases worldwide.
The Statistical Center for HIV/AIDS Research and Prevention (SCHARP) at Fred Hutch, housed within the BBE Program, is a full service statistical and data management center focused on HIV prevention research. SCHARP has an annual budget of over $40 million, more than 180 employees and is currently managing over 40 active phase I - III clinical trials in over 150 clinical sites around the world.
BBE is seeking an experienced and dynamic Sr. Contracts & Vendor Manager (SCVM) to join its Program Operations team. This SCVM position independently manages all aspects of contracts and vendor relationships for the BBE scientific program, with a primary focus on supporting the contractual transactions and relationships for SCHARP. The primary scope of responsibility for the SCVM includes management of (1) end-to-end contracting process; and (2) vendor performance and their compliance with contracted scope. The SCVM will strive to control costs, drive service excellence, and mitigate risks to deliver increased value for its stakeholders. The SCVM reports to the Biostatistics, Bioinformatics and Epidemiology (BBE) Program Operations Director and works independently and collaboratively with internal and external partners including principal investigators, program and division leadership, and Center partners including the Office of General Counsel, Procurement, and Compliance.
Our Program Operations team and our scientists are supportive, collaborative, and respectful of each other. This is an incredibly busy time for the program with the current global health crises and new funding opportunities. The ideal candidate will take initiative, think proactively and strategically, and adapt well to change. The ability to work independently and exercise good judgement when appropriate is essential to success in this position. Curiosity about vaccine research, public health and the evolution and spread of viruses is a bonus as our program serves as the Statistical and Data Management Center for several international collaborative study networks including the HIV Vaccine Trials Network (HVTN), HIV Prevention Trials Network (HPTN), Infectious Diseases Clinical Research Consortium (IDCRC), Vaccine Immunology Statistical Center (VISC), and COVID-19 Prevention Network (CoVPN).

Responsibilities
Contracts & Vendor Lifecycle
- Lead contract negotiations and establish standard terms and conditions for services, including soliciting input from internal stakeholders, VIDD Finance & BBE Program Operations staff, Purchasing, Office of General Counsel and Center IT.
- Conduct day to day activities associated with procurement, contract development, execution, and implementation.
- Manage end-to-end RFI and RFP processes evaluating third party vendors to enable stakeholders to make informed purchasing decisions.
- Originate and negotiate well-crafted, comprehensive contracts, scopes of work, and related documents that clearly identifies roles, responsibilities, obligations, and remedies for breach.
- Originate and negotiate Data Transfer and Use Agreements and Nondisclosure/ Confidentiality Agreements.
- Communicate effectively with internal and external stakeholders the priorities of BBE and SCHARP.
Contracts & Vendor Oversight
- Provide business and functional advice, guidance, and expertise to stakeholders to inform strategic business and investment decisions.
- Manage annual purchased services budget and reduce risk of unbudgeted expenses and cost overruns.
- Manage and facilitate dispute resolutions with stakeholders and vendors.
- Own SCHARP SOPs in Quality Management System related to (1) Contract Management; (2) Vendor Management; (3) Data Transfer and Use Agreements; and (4) Nondisclosure/ Confidentiality Agreements.
- Steward CVM processes including maintaining business process documentation (guidelines, job aids, etc.), verifying Service Level Agreements (SLA), facilitating any new & ongoing process improvement projects, onboarding new faculty & staff to CVM process, and troubleshooting when the process breaks down.
- Provide critical input to strategic decision-making processes regarding vendor selection and ongoing vendor and contract management.
- Continuously build on knowledge base of new and relevant best practices and technologies.
- Advise VIDD-level staff on contracts and vendor management policies and processes.
Management
- Direct daily activities and ongoing training of administrative staff assigned to Contracts and Vendor Management.
- Manage, mentor, and build capacity of the BBE Program Operations staff in contracts and vendor management.
- Foster good and equitable relationships with internal and external stakeholders.
- Contribute to process and workflow improvement initiatives in BBE Program Operations.
- Provide business analytics and project management support for strategic initiatives and investments at the direction of the BBE Program Operations Director.
- Participate in divisional or institutional improvement projects and problem resolution related to contracts and vendor management as needed.
Qualifications
Minimum
BA/BS in Business Administration, Public Administration, Finance, or related field, or equivalent combination of education and experience.
- Five years contracts or procurement management experience.
- Experience in research, academic, and/or legal environments.
- Excellent written and verbal communication skills.
- Strong business skills and knowledge of strategies for successful negotiations.
- Proficient in fiscal and budgetary management.
- Ability to navigate complex internal systems and departments while exercising sound judgement and discretion.
- Advanced skills in Word, Excel, Adobe Acrobat Pro, Outlook, and PowerPoint.
- Excellent time management and prioritization skills, with the ability to effectively manage multiple and competing demands.
- Prior supervisory experience.
Preferred
- Paralegal Certificate
- Graduate degree i.e. MA, MS, MBA or MPA
- Knowledge of grants management i.e. federal and/or non-federal sponsored research.
- Understanding of complex grant budget development and use of reporting tools.

The annual base salary range for this position is from $96,532 to $152,584 and pay offered will be based on experience and qualifications.
