The Chief Health Informatics Officer (CHIO) is responsible for the overall operation and successful integration in the development, implementation, and communication of clinical informatics processes to facilitate and support the mission to provide a continuum of quality care to our Veterans at the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS). To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR Those approved by the American Osteopathic Association (AOA),OR Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. English Language Proficiency. Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. ? 7402(d) and 7407(d). Preferred Experience: Two years of prior VHA CHIO experience within the last 5 years. Completion of AMIA 10X10 course or equivalent Informatics Board Certification Lean 6 Sigma Green Belt Certification Completion of LDI or equivalent leadership course Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. ["The Chief Health Informatics Officer has the following responsibilities: Administrative: Participates in facility strategic planning and policy development. Formulates decisions when necessary regarding work problems and conflicts presented by subordinate staff. Has operational responsibility of the informatics service, including overall accountability for the informatics staff. Actively manages the operation of the informatics office, to include development and prioritization of long and short-range goals, develops implementation plans for achieving goals, determines changes required in program emphasis and direction and mix/addition of new services/requirements. Maintains a collaborative relationship with Office of Information and Technology Biomedical staff and all clinical care line chiefs Identifies and raises OIT issues and proposed solutions to the VISN/ national level. Works in partnership with OI&T to translate clinician requirements into specifications for new clinical systems design. Attends relevant conferences including VA eHealth University (VeHU) conferences well as other Office of Health Informatics. Reviews proposals for suspensions, removals, and other disciplinary actions within the service. The Chief, Health Informatics Officer initiates disciplinary actions involving service employees when necessary. Coordinates planning & readiness activities for EHR transitions. Provides administrative oversight for the local VATVCBHCS datamart Clinical: Provides overall planning, direction, and support of the implementation of the VA's EHR, as required to ensure strategic alignment. Proactive behaviors in presenting, identifying, and reporting actual and potential unsafe patient care situations. Confers with other VA facilities throughout the country to learn about best practices and other innovations that could be translated to the facility. Serves and/or designates members to sit on committees including but limited to the Clinical Executive Board, Information Systems Board, Medical Records Committee, Integrated Ethics Committee, Consults Workgroup Committee and other committees as they develop. Participates in any VISN level informatics committee/ board. Functions as chair or co-chair of any facility informatics committee. Exercises authority for the full range of personnel actions, including selections, promotions, reassignments, retention, disciplinary action, and adverse actions. Ensures an effective EEO program within the service. Quality of Care: Ensuring that safety policies and procedures are followed within the service Follows rules of behavior as set forth in the information security agreement that assigned at the beginning of employment and annual thereafter. Prevents unauthorized disclosure of sensitive information such as unauthorized viewing, or copying, and unauthorized alteration. Ensures that customer satisfaction issues are appropriately documented. Communication: Ensures effective communication both within the informatics service and other services in the facility. Provides professional leadership and program direction to subordinate professional and non-professional staff Establishes open channels of communication with local labor representatives to ensure effective labor/management relations and promote effective resolution of complaints and grievances Utilizes delegation to other supervisors/lead positions as appropriate Administers an effective customer service program that seeks to resolve customer concerns at the lowest appropriate level and elevates them to higher levels as necessary.
