The Clinical Nurse Manager (CNM) is a professional nurse and member of the Social Work Service (SWS) line. Incumbent participates in decision-making, policy determination, and strategy implementation for the service, in collaboration with the Chief of SWS, to ensure policies and practices promote optimum and efficient patient care outcomes. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. The breadth and scope of the Clinical Nurse Manager role extends to all major practice areas, i.e., clinical, administrative, research, and education. The Incumbent will focus on integration and collaboration between service lines to maximize improved safety, patient outcomes, staff satisfaction and further the VHA mission. The Clinical Nurse Manager supervises the nursing staff, which consists of licensed and non-licensed nursing. The incumbent is responsible for assessing, planning, implementing, and evaluating nursing staffing resources. Incumbent will submit requests for additional staff and/or vacant positions and track the process, keeping the AO and Chief informed. In collaboration with Nursing Educators and Education, the incumbent will continually assess nursing staff educational needs, and monitor and ensure staff competency to work in their assigned areas. They are responsible for nursing staff in SWS completing and/ or reviewing nursing proficiencies, staff performance appraisals, and personnel actions related to the staff they supervise and or provides clinical oversight. This is achieved collaboratively with dyad social work partners in ensuring programmatic fidelity and patient care needs are safety met and accessible. The incumbent ensures staff maintain required licensure, certifications, and/or new educational requirements. The incumbent will empower staff to have a say in their work environment, incorporate them into shared governance process of decision-making. They will, communicate necessary information to improve their knowledge and understanding of the VA mission, policies, and procedures. The CNM will be responsible for nursing service coordination throughout the continuum of care in various setting in the social work service to assure care is timely, appropriate, of high quality, and cost effective. They will be accountable for adhering to established policies, standards of care and standards of practice. The incumbent demonstrates leadership to improve patient care in all nursing settings and serves as a role model when functioning as a nursing staffing consultant/content expert. The incumbent will provide a leadership role in the department that includes innovation, consultation, advocacy, accountability, and responsibility for improved SAVAHCS nursing services. They will participate in the development, implementation, and evaluation of quality improvement in SWS.
