DEPARTMENT SUMMARY: The Information Services and Technology (IS&T) division of St. Charles Health System (SCHS) provides support for clinicians to leverage and use technology to improve and standardize care. These services promote the physical and psychological safety of patients, visitors, and caregivers in our multi-hospital health system. Services include risk assessment, plan development and implementation, informatics, safety policy/procedure management, regulatory compliance and reporting, and proactive process improvement to prevent harm. All IS&T departments will be designed based on Lean principles of waste reduction and accountable leadership. IS&T is a combination of information/computer science and clinical care designed to assist in the management and processing of data, information, and knowledge to support the practice and delivery of clinical care. IS&T uses information technology (IT) and applies it to the healthcare field with the goal of improving patient outcomes. The science of informatics is positioned to be the driver of innovation and clinical workflows integrating with technology, to improve our healthcare delivery system in a defined measurable way. Additionally, the IS&T division incorporates a digital front door strategy to enhance patient access and engagement and upholds stringent clinical governance to ensure the integrity and quality of clinical data and processes.
POSITION OVERVIEW: The Chief Medical Informatics Officer (CMIO) at St. Charles Health System serves as a senior leader within the IS&T division, demonstrating exceptional abilities to learn, lead, and support lean problem-solving methodologies. This role is critical in establishing and maintaining clinical governance within IS&T and acts as a key stakeholder, bridging the gap between clinicians, operations leaders, and IS&T staff. The CMIO is responsible for the planning and implementation of clinical information systems, facilitating the development of the clinical enterprise, and promoting new and emerging healthcare technologies. The CMIO is also engaged in local, regional, and national policy issues affecting healthcare delivery, ensuring that the organization remains at the forefront of clinical quality and safety initiatives. This position directly manages assigned caregivers.
ESSENTIAL FUNCTIONS AND DUTIES:
Medical & IT Leadership: Provides strategic medical leadership in planning, development, preparation, and implementation of clinical information systems, ensuring Lean problem-solving methodologies are embedded in all initiatives.
Provider Engagement & Collaboration: Builds relationships with Physicians, Advanced Practice Providers (APPs), and allied health professionals, actively engaging in their work to reduce inefficiencies and foster consensus on IT initiatives.
Clinical Research & Informatics: Partners with the SVP/CIDO and research community to optimize computerized applications in medical research, ensuring efficient problem resolution.
Quality & Safety Initiatives: Leads efforts to enhance quality and safety using Lean methodologies, cultivating a culture of continuous improvement.
Clinical Process Optimization: Assesses IT impact on clinical processes, leading frontline problem-solving efforts to maximize efficiencies for clinicians.
Strategic Planning & Trends Analysis: Monitors medical informatics trends, balancing outcome and process metrics to optimize clinical information system strategies.
Clinical Decision Support: Oversees the development of clinical decision rules, protocol management, and system features to improve clinician efficiency and communication.
Governance & Compliance: Leads key clinical groups in developing clinical content, workflows, and system policies, applying Lean problem-solving to ensure streamlined operations.
Technology Champion: Serves as the primary provider champion for clinical IT projects, advocating for provider-centric IS&T processes.
Optimization & Change Management: Establishes and supervises clinical optimization teams to refine system utilization and improve care efficiency through structured Lean methodologies.
Regulatory & Emerging Trends Compliance: Maintains awareness of healthcare IT regulations and market factors, integrating Lean methodologies into IT strategy and planning.
Evidence-Based Best Practices: Works with senior clinical leadership to deploy standardized, evidence-based best practices, focusing on Lean problem-solving to enhance adoption.
Data Governance & Quality Management: Identifies and addresses critical data quality issues, monitoring and improving data integrity using Lean principles.
Privacy & Security Advocacy: Ensures the protection of patient privacy and security while optimizing workflow efficiency.
Clinical Operations Support: Participates in medical staff section and committee meetings, collaborating with leadership to address inpatient care delivery challenges through structured problem-solving.
Continuous Improvement & Education: Engages in educational programs, workshops, and literature reviews to stay at the forefront of Clinical Healthcare Informatics, with a focus on Lean methodologies.
Policy Development: Assists in developing policies and procedures for clinical information systems, ensuring they are aligned with Lean principles.
Financial Stewardship: Oversees budget development and accountability for all areas within the CMIOs purview, utilizing Lean financial management principles.
Team Leadership & Development: Hires, directs, coaches, and evaluates direct reports to build a high-performing team that embraces Lean problem-solving.
Compliance & Safety: Ensures team adherence to compliance and safety standards, managing all organizational safety directives. Provides and maintains a safe environment for caregivers, patients and guests.
Customer Service & Process Improvement: Drives a culture of service excellence. Provides and oversees teams delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate. Leverages Lean problem-solving techniques to enhance patient, provider, and staff experiences.

EDUCATION:
Required:Physician shall be licensed to practice medicine in the State of Oregon and a member of the Hospitals active medical staff.
Preferred: Masters degree in Healthcare Administration, Medical Informatics or Business Administration.
LICENSURE/CERTIFICATION/REGISTRATION:
Required: MD or DO degree with board certification. Board Certification in Clinical Informatics; Epic Builder Certification, within the first year of employment.
Preferred: Advanced degree or certification in medical informatics, Lean methodologies, or healthcare IT.
EXPERIENCE:
Required: Ten (10) years healthcare information technology experience providing medical leadership for clinical information systems and computerized physician order entry. Five (5) years experience in clinical practice and healthcare informatics leadership. Experience with standardization of systems and consolidation of multiple information systems. Experience implementing organization-wide, hospital-wide and clinical area -wide information systems. Demonstrated success in optimizing clinical workflows through technology.
