The incumbent formulates the goals and objectives of the research program at VA Northern California Health Care System (VANCHCS), and is responsible for initiating policies, procedures and organizational structures necessary to achieve the stipulated goals, in collaboration with, and under the guidance of, the Chief of Staff. The incumbent is responsible for planning, developing, and directing the complex scientific and administrative activities necessary to advance the research program.
