Job Summary: The Director of Finance oversees the financial strategy and operations of the health center (the “Center”) to ensure financial sustainability while supporting quality patient care. The Director of Finance is responsible for the preparation and administration of budgets, monthly financial statements, and revenue cycle management as well as all financials reporting required by federal and state organizations including Medicare, Medicaid, and Health Resources and Services Administration. The Director of Finance ensures compliance with financial regulations, grant accounting, audits, and provides strategic recommendations to support long-term financial planning.
Essential Functions and Responsibilities:
Serve as a member of the leadership team and is committed to the Center’s Mission.
Responsible for accounting, financial reporting, and internal controls.
Oversee revenue cycle management including billing, collections, and reimbursement.
Optimize reimbursement from insurers, including Medicare, Medicaid and private payors and value-based reimbursement models.
Responsible for accounts payable, procurement, and expense management.
Prepare and present accurate and timely monthly financial statements and other financial documents for the CEO and Finance Committee of the Board of Directors.
Responsible for the preparation and administration of the capital and operational budgets, and grant budgets.
Ensure compliance with grant requirements as they relate to accounting, finance, and time and effort reporting.
Accurate and timely preparation/submission of HRSA’s Unified Data Systems financial reporting, Federal Financial Reports, Medicare Cost Reports, the Medicaid reconciliation process, and other financial reports assigned by the CEO.
Responsible for monitoring cash flow, financial forecasting, and long-term financial planning.
Responsible for securing financing for capital projects and maintaining adequate bank lines of credit.
Provide leadership to the Billing Department and ensure professional development of staff.
Ensure compliance with federal, state, and local government requirements, and other external regulators. Prepare for inspections and/or surveys.
Responsible for the coordination of the (internal and external) audits and implementation of corrective actions. Serves as key contact for auditor(s).
Stay current on healthcare law, financial regulations, policies affecting reimbursement and reporting requirements.
Establishes, enforces, and reviews the Center’s financial policies and procedures including implementing action plans and workflows to improve services, optimize resources, reduce risk, and assure compliance with regulatory requirements.
Responds appropriately to emergent situations.
Other duties as requested by the CEO.
Qualifications:
Required
Bachelor’s or Master’s degree in Accounting
5 years of financial management experience, not less than 3 years in health care
Strong knowledge of healthcare reimbursement systems and regulation
